Most enterprise AI programs fail at the operating-model layer before they fail at the model layer. A team builds a promising use case, a platform team ships a working pipeline, and then the organization cannot decide who owns the output, who pays for the compute, who escalates the edge case, or who retires the model when it drifts. The missing artifact is the AI operating model. It is not the strategy document that says AI will be material to the business. It is not the enterprise architecture diagram that shows where the vector database sits. It is the set of linked decisions that tell the organization how AI work is actually produced, funded, governed, and scaled across the next several years. This article defines the discipline, separates it from the two adjacent artifacts it is most often confused with, and introduces the ten design dimensions the AITM-OMR credential covers.

Three artifacts, three purposes

The confusion at the heart of most operating-model engagements is that three different artifacts share partial content but answer different questions. Naming the three correctly is the first analytical discipline the specialist brings.

Strategy asks why and what. Why is AI material to this organization, which use cases will we fund, what outcomes are we pursuing, and what will we say yes and no to. A strategy document names the ambition, the priorities, and the rough financial envelope. It does not usually tell the organization who will deliver the work or how the work will be paid for once it reaches production.

Enterprise architecture asks with what. Which platforms, data stores, model families, and integration patterns will the organization standardize on, and which will it retire. Architecture is necessarily technology-aware and is usually captured in a target-state diagram with capability mapping, reference patterns, and technology selection rationale. It does not tell the organization who makes architectural decisions, how architectural exceptions are approved, or who pays for the shared platform once it is built.

The operating model asks who and how. Who decides, who delivers, who pays, who governs, and how those decisions and flows connect across the enterprise. It is the layer that makes strategy and architecture executable. An organization with a good strategy and a sound architecture but no operating model has a PowerPoint deck and a diagram. An organization with a coherent operating model, even a modest strategy, and a pragmatic architecture will ship.

The three artifacts are not independent. Strategy constrains the operating model (a federated ambition precludes a purely centralized structure). Architecture constrains the operating model (a multi-cloud architecture requires a different funding and decision model than a single-cloud one). But the operating model is the translation layer between intent and execution, and it is the layer this credential certifies a practitioner to design.

The ten dimensions

An operating model is decomposed into ten dimensions across the rest of this credential. Each dimension gets a dedicated article later in the curriculum. At this stage the learner’s task is to recognize the dimension set and understand that any operating-model design that leaves one of them unresolved is incomplete.

Archetype is the structural choice among centralized, federated, embedded, hybrid, and platform forms. Article 2 covers archetypes and their failure modes. The archetype choice alone does not determine an operating model, but it frames every downstream decision.

Capability map is the decomposition of the organization’s business and enabling capabilities with AI-impact ranking. Article 3 teaches capability mapping and ranking. Without a capability map, an operating model is an org chart in search of a purpose.

Centre of excellence is the scope and shape of any central AI team. Article 4 covers CoE design. The CoE can be a strong hub, a thin standards body, or absent entirely — each choice implies a different operating model.

Decision rights define who decides what, by risk tier and decision type. Article 5 covers decision rights, drawing on RACI, RAPID, and DACI frameworks as three equivalent tools with different emphases. Operating-model failure usually shows first as a decision-rights failure.

Funding defines how AI work is paid for. Article 6 covers funding and cost-to-serve, contrasting centralized budget, chargeback, showback, and per-initiative business-case funding. The funding model shapes incentives more than any other dimension.

Talent defines where AI practitioners sit and how careers flow. Article 7 covers talent and partner ecosystems. A talent model that cannot retain specialist AI talent produces a hollow operating model, however elegant the structure.

Platform defines the technology layer the operating model is built on. This credential does not teach platform selection — that is Architecture’s job — but it teaches how platform decisions constrain operating-model choices.

Integration defines how the AI operating model connects to existing enterprise frameworks. Article 8 covers integration with SAFe, ITIL, PMBOK, and service-management frameworks. An AI operating model that creates a parallel governance structure will fail at the first interface friction.

Maturity defines where each dimension sits on the five-level progression the COMPEL framework uses. Article 9 covers maturity and evolution, applying the nascent-emerging-scaling-mature-transformational scale to each of the ten dimensions.

Cadence defines the meeting rhythm, decision gates, and review cycles that keep the operating model alive. Article 10 assembles all ten into an Operating Model Blueprint. Cadence is the dimension most often omitted; its absence explains why many operating models look impressive on paper and then fade within two years of their launch.

The target and the current

Operating-model work is always bidirectional. The target operating model is the articulated future state the organization intends to move toward. The current operating model, often undocumented, is the state the organization already lives in. A discipline that describes only the target produces a document the organization cannot execute. A discipline that describes only the current produces a description the organization cannot improve. The specialist’s craft is to do both, with enough rigor that the delta between them is an executable transition plan, not a wishlist.

The analytical move is important because most operating-model failures arise in the transition rather than in the destination. Organizations rarely fail to imagine a reasonable target; they fail to name the specific capability changes, funding shifts, and decision-rights realignments that get them from where they are to where they intend to be. A specialist who delivers a twenty-page target document without a paired five-page transition path has delivered half the artifact.

What the discipline is not

Three adjacencies are worth naming because they are routinely confused with operating-model work and the confusions produce weak engagements.

Operating-model design is not organizational design alone. Reporting lines are a single dimension within a single pillar. A practitioner who reshuffles boxes on an org chart and calls the result an operating model has addressed one tenth of the instrument. Organizational-design changes without corresponding changes to funding, decision rights, and cadence produce a reshuffled org that behaves exactly as the old one did, with new titles.

Operating-model design is not governance design alone. Governance — the decision-rights, risk-oversight, and control dimensions — is a critical pillar, and one that draws heavily from the NIST AI RMF GOVERN function and ISO/IEC 42001 Clause 5. But a governance framework without a funding model, talent model, or integration plan is a policy document rather than an operating model. The Associate-level specialist working in operating model covers governance as one of several pillars rather than as the whole.

Operating-model design is not transformation program management. A transformation program delivers the operating model; the operating model is the durable structure the program leaves behind. A program manager thinks in terms of milestones, dependencies, and critical paths. An operating-model designer thinks in terms of structures that must function after the program closes out.

The Fountaine, McCarthy, and Saleh 2019 Harvard Business Review article that crystallized the AI-powered-organization discipline made the distinction explicit: the operating-model transition is the work that outlasts the program.1 McKinsey’s annual State of AI survey has reported the same finding year after year — organizations that capture value from AI consistently show operating-model characteristics that organizations in the middle of the distribution do not, irrespective of the scale of their ambition or the strength of their technology investment.2 The operating-model layer is the differentiator, not the strategy layer and not the architecture layer.

What a good first engagement looks like

A practitioner new to operating-model work often wants to leap to the archetype choice, because that feels like the decision with the most weight. The reliable sequence is the opposite. The first engagement task is scoping — confirming what the sponsor actually wants, which of the ten dimensions the engagement will cover, what decisions the engagement must produce, and what evidence will support those decisions. The specialist who skips scoping produces an authoritative-looking artifact that answers the wrong question.

The second task is documenting the current state. A specialist who begins with target design commits the analytic error of designing for an organization that does not exist. The current-state pass produces the baseline from which the target is defined; it also produces the political map that tells the specialist which dimensions are mutable and which are constrained by sunk decisions the sponsor cannot undo.

The third task is target-state design, dimension by dimension. The specialist works through archetype, capability, CoE, decision rights, funding, talent, platform, integration, maturity, and cadence in sequence, producing a coherent design in which each choice is consistent with the others. The sequence is not rigid — later choices often surface constraints that force earlier revisions — but the discipline of working through all ten ensures that no dimension is skipped.

The fourth task is the transition plan and blueprint, the subject of Article 10. Only after the current-state baseline, the target-state design, and the transition plan are in place does the engagement close. A specialist who delivers less has shipped a partial artifact.

The ethical lens

A properly constructed operating model carries an ethical lens that is easy to omit if the specialist is thinking only in structural terms. Each of the ten dimensions has an ethical surface. The archetype choice determines whose voice gets heard when AI decisions are made — a purely centralized model concentrates decision-making in a narrow leadership group, while a federated or embedded model distributes voice at the cost of consistency. The capability map’s ranking prioritizes some capabilities over others, and the communities served by deprioritized capabilities receive less investment as a result. The decision-rights architecture determines whose accountability is public and whose is diffuse. The funding model determines what kinds of AI work get produced — a per-initiative business-case model tends to produce AI work for which ROI is easy to quantify, systematically underweighting work whose value is ethical or distributional rather than financial.

A specialist does not resolve these ethical surfaces by applying a principle from a list. The specialist’s discipline is to surface them explicitly in the Blueprint’s executive summary and risks section, so that the sponsor makes the ethical choices consciously rather than by default. An operating model that implicitly centralizes decisions, underweights distributional impact, and funds only work with legible ROI may be the right design for a particular organization, but it should be the named design, not the unnamed one. A specialist who names the ethical surface produces an artifact that survives the first serious external challenge; one who does not produces an artifact that looks clean until the first challenge and then falls apart.

A note on timing

Operating-model engagements often land at awkward moments in the organization’s overall rhythm. The specialist is sometimes retained in the aftermath of an incident — a model that failed in production, a regulatory inquiry, a public misstep — when the sponsor wants a fast structural response. Sometimes the engagement lands during a major reorganization, when the reporting lines the operating model depends on are themselves in flux. Sometimes the engagement is part of a broader digital-transformation programme whose pace and sponsorship the operating-model specialist does not control.

None of these timings are ideal, and all of them are routine. The specialist’s move in each is the same: acknowledge the timing constraint, design within it rather than fighting it, and surface the specific design compromises the timing forces. An operating model designed during a reorganization may legitimately defer the reporting-line question until the reorganization settles; the Blueprint documents the deferral rather than pretending the ambiguity is resolved. An operating model designed in incident response can legitimately concentrate first-year work on the specific failure dimension; the Blueprint documents the concentration rather than pretending the other dimensions are equally mature. Honest design acknowledges the timing; dishonest design pretends the timing does not matter.

Summary

The AI operating model is the linked set of ten design decisions that translate strategy and architecture into executable AI capability. It is distinct from strategy, which names ambition, and from enterprise architecture, which names technology. It covers archetype, capability, CoE, decision rights, funding, talent, platform, integration, maturity, and cadence. A well-formed engagement produces a current-state baseline, a target-state design, and the transition plan that connects them. Article 2 begins the dimension-by-dimension treatment with archetype choice — the structural decision that frames every downstream design.
