COMPEL Specialization — AITM-OMR: AI Operating Model Associate Artifact Template
Purpose
The AI Operating Model Blueprint is the primary deliverable of the AITM-OMR specialist’s engagement. It assembles the ten dimensions of the operating model into a single executive-grade document designed for three audiences: the executive sponsor (who reads the summary and risks), the operational leaders who will execute against the design (who read the dimension-by-dimension target state and transition plan), and the practitioners who consume the Blueprint as reference.
This template provides the structure the specialist populates. Every section is required in a first-release Blueprint. Sections may be expanded or condensed for the organization’s context, but none should be omitted. A Blueprint that is missing a section is incomplete.
When to use
Complete the Blueprint at the end of a four-to-eight-week operating-model engagement, after the current-state baseline is documented and the target-state design has been validated with the sponsor. Re-open the Blueprint at each annual review (see Section 6) or when a material change in strategy, regulatory exposure, organizational structure, or technology landscape invalidates prior assumptions.
Inputs needed before starting
- Signed engagement scope from the executive sponsor naming the dimensions to be covered.
- Current-state assessment covering all ten dimensions (from engagement discovery).
- Stakeholder interview record from executive, operational leader, and practitioner audiences.
- Strategy document or executive vision statement for AI in the organization.
- Current funding baseline, talent inventory, and platform posture.
- Regulatory exposure summary (EU AI Act, NIST AI RMF adoption status, sector-specific regulation).

Section 1 — Executive summary (two pages)
Archetype choice: [Centralized / Federated / Embedded / Hybrid / Platform] — one sentence rationale.
CoE in one paragraph: Name the CoE’s purpose, its five-service-family scope (selective), its sustainment horizon.
Decision rights in one paragraph: Name the framework choice (RAPID for high-risk, RACI or DACI for lower tiers), the four-domain separation (builder / operator / risk owner / sign-off), and the accountability matrix status.
Funding model in one paragraph: Name the funding mix (centralized / chargeback / showback / per-initiative) and the cost-to-serve discipline.
Top three risks: One line each.
Top three first-year priorities: One line each.
Section 2 — Current state (three to five pages)
For each of the ten dimensions, document the current state with a one-paragraph description and a current maturity level (nascent / emerging / scaling / mature / transformational) supported by evidence.

Section 3 — Target state (fifteen to twenty pages)
For each dimension, a two-page target-state section. Each section covers:
- Design decision. The specific choice for this dimension.
- Rationale. Why this choice rather than alternatives.
- Evidence base. What supports the rationale (peer cases, regulatory requirements, strategy alignment, internal data).
- Interfaces. How this dimension connects to adjacent dimensions.
- Measurement. How the dimension’s health will be monitored.

How to validate
Before release, confirm:
- Every section is populated (no TBD or placeholder content in any required section).
- The executive summary is readable in fifteen minutes as a standalone document.
- The current-state maturity ratings are supported by named evidence, not by specialist assertion.
- The transition plan’s first twelve months fits within the change-capacity validation in Section 4.
- Every risk in Section 5 has an owner and a named mitigation.
- Every role in Section 7 has a named individual currently filling it (or is flagged as “to hire” with a target hire date).
- The sponsor has signed off on the Blueprint before release to the broader organization.
