This article provides practitioners with the five-step methodology for building a multi-jurisdictional compliance capability, drawing on established approaches from financial services regulation and adapting them for the unique challenges of AI governance.

The Practitioner’s Challenge

An organisation deploying a customer service AI chatbot across the European Union, United States, Singapore, and the United Arab Emirates faces immediate complexity. The EU AI Act requires transparency disclosure (the user must know they are interacting with AI). NYC Local Law 144, if the chatbot influences employment decisions, requires an annual bias audit. Singapore’s Model AI Governance Framework recommends but does not mandate governance documentation. The UAE’s federal data protection law requires lawful basis for processing personal data collected through the chatbot.

Each jurisdiction has different requirements, different enforcement bodies, different timelines, and different interpretations of what constitutes compliance. The naive approach — building a separate compliance programme for each jurisdiction — is expensive, duplicative, and unsustainable. The practitioner’s task is to find the efficient path that satisfies all requirements without multiplying effort proportionally to the number of jurisdictions.

The Five-Step Methodology

Step 1: Jurisdictional Mapping and Regulatory Inventory

Before you can comply, you must know what you are complying with.

Map your AI footprint. For every AI system in the portfolio, document: where it is developed (which jurisdiction hosts the development team and infrastructure), where it is trained (which jurisdiction hosts the training data and compute resources), where it is deployed (which jurisdictions’ users interact with it), and where the data originates and resides (which jurisdictions’ data protection laws apply).

Catalogue applicable regulations. For each jurisdiction identified, list every applicable regulatory instrument. Do not limit yourself to AI-specific regulations — data protection laws (GDPR, PIPL, PDPA), consumer protection laws, sector-specific regulations (financial services, healthcare, education), employment law, and general product liability all apply to AI systems.

Assess extraterritorial reach. Several major AI regulations apply extraterritorially. The EU AI Act applies to any provider placing an AI system on the EU market, regardless of where the provider is established. China’s PIPL applies to processing of Chinese citizens’ personal information, regardless of where the processing occurs. Failure to account for extraterritorial reach is one of the most common compliance gaps.

Document enforcement posture. Not all regulations are enforced with equal vigour. Understanding the enforcement body’s track record, resources, and priorities helps practitioners prioritise compliance effort without compromising compliance posture.

Step 2: Cross-Framework Requirement Analysis

With the regulatory inventory complete, decompose each regulation into specific requirements and compare them across jurisdictions.

Decompose into granular requirements. The EU AI Act Article 9 “risk management system” requirement decomposes into sub-requirements for hazard identification, risk estimation, risk evaluation, risk treatment, documentation, and monitoring. Each sub-requirement may have a different overlap profile with requirements from other jurisdictions.

Identify semantic overlaps. Many jurisdictions require AI risk assessment, but they use different terminology. The EU AI Act calls it a “risk management system.” NIST AI RMF calls it “risk measurement.” Singapore’s Model Framework calls it “risk assessment and mitigation.” Despite different language, the underlying requirement — systematically identify, assess, and mitigate AI risks — is substantively similar.

Identify conflicts. Some requirements genuinely conflict. China’s algorithm registration requirement mandates disclosure of algorithmic logic to the regulator. An organisation that considers its algorithm a trade secret in other jurisdictions faces a genuine tension. The EU AI Act’s transparency requirements and some jurisdictions’ data protection rules can conflict when transparency disclosures would reveal personal data.

Find the highest common denominator. For most requirement categories, compliance with the most stringent jurisdiction’s requirements will satisfy all other jurisdictions. If the EU AI Act requires a comprehensive risk management system and Singapore’s guidance recommends a risk assessment, implementing the EU-level system satisfies both. But this approach fails where requirements conflict or where the most stringent requirement is disproportionately expensive for the risk profile in less stringent jurisdictions.

Step 3: Harmonised Compliance Architecture

Design a governance architecture with a shared core and jurisdictional overlays.

Core layer. Implement a baseline set of governance controls that satisfy the requirements common to all or most jurisdictions. This typically includes: AI system registration and inventory, risk classification, impact assessment, documentation (model cards, system documentation), human oversight mechanisms, monitoring and incident reporting, and evidence management.

Jurisdictional modules. Layer jurisdiction-specific requirements on top of the core. EU module: conformity assessment, fundamental rights impact assessment, AI database registration, and post-market monitoring. China module: algorithm registration filing, security assessment for generative AI, and content alignment verification. US module: state-specific bias audit requirements (NYC LL 144, Colorado SB 205), sector-specific agency compliance (FDA, FTC, EEOC).

Evidence sharing. Design the evidence management system so that a single evidence artefact (e.g., a fairness assessment report) can be mapped to multiple regulatory requirements across jurisdictions. This prevents teams from conducting three separate fairness assessments for three regulators when one comprehensive assessment — properly formatted — satisfies all three.

Step 4: Implementation

Translate the architecture into operational processes, technology configuration, and team capability.

Process deployment. Document and deploy the core governance processes. Ensure that every AI system owner understands what is required, who is responsible, and where to find guidance.

Technology configuration. Configure the governance platform to enforce jurisdictional requirements automatically where possible. When a system is registered as operating in the EU, the platform should automatically require EU AI Act artefacts and trigger EU-specific workflows.

Capability building. Multi-jurisdictional compliance requires legal expertise that few AI teams possess internally. Invest in training for governance professionals, establish relationships with external counsel in each jurisdiction, and build internal knowledge bases of regulatory interpretation.

Tabletop exercises. Simulate multi-jurisdictional regulatory inquiries. What happens if the EU AI Office requests documentation for a high-risk system? What happens if the CAC in China asks for algorithm filing information? What happens if the Colorado AG investigates a bias complaint? These exercises reveal gaps that desk-based analysis misses.

Step 5: Continuous Monitoring and Adaptation

The regulatory landscape is not static. New regulations emerge, existing regulations are amended, enforcement priorities shift, and judicial decisions create new interpretations.

Regulatory horizon scanning. Establish a systematic process for monitoring regulatory developments across all operating jurisdictions. Subscribe to regulatory newsletters, participate in industry associations, engage external counsel for periodic updates, and use the governance copilot’s regulatory horizon scanner capability.

Impact assessment for regulatory changes. When a new regulation is proposed or enacted, assess its impact on the compliance architecture. Does it fit within an existing jurisdictional module? Does it require a new module? Does it conflict with existing requirements?

Continuous compliance measurement. Track compliance posture through periodic assessments, internal audits, and governance dashboard metrics. Report multi-jurisdictional compliance status to the governance committee quarterly.

Managing Cross-Jurisdictional Conflicts

When requirements genuinely conflict, practitioners have several resolution strategies:

Segmentation. Operate different versions of the system in different jurisdictions, each tailored to local requirements. This is expensive but may be necessary when requirements are fundamentally incompatible.

Highest standard. Apply the most stringent requirement globally. This is efficient but may over-comply in some jurisdictions, adding unnecessary cost.

Jurisdictional consultation. Engage regulators directly to seek guidance on how to handle conflicts. Many regulators are aware of cross-jurisdictional tensions and may provide practical accommodation.

Legal opinion. Obtain formal legal opinions documenting the conflict and the organisation’s chosen resolution strategy. This creates a defensible record if enforcement action occurs.

The key principle: never resolve a conflict by quietly non-complying with one jurisdiction’s requirements. Document the conflict, choose a resolution strategy, and maintain an auditable record of the decision and its rationale.
