A chief learning officer launches an AI literacy programme with an ambition to reach the entire 40,000-person workforce in twelve months. Six months in, the programme dashboard shows 72% completion — a strong number by conventional benchmarks. A separate capability-audit survey, commissioned independently, shows that 34% of completers can correctly identify a common AI failure mode in their own workflow. The gap between completion and capability is the standard pattern of programmes that prioritise reach over depth. Scaling a literacy programme requires delivering both: reach at volume and depth at the individual learner. This article teaches the expert practitioner to choose among delivery modalities, to distribute across the LMS and learning-experience-platform (LXP) landscape without vendor dependency, and to measure reach and depth together so that scaling does not substitute for sticking.

The four modality categories

Delivery modality is the primary design variable in scaling. Four categories — self-paced digital, cohort-based, coaching, and hands-on — each produce different reach-depth profiles. A well-designed programme uses multiple modalities; a single-modality programme produces skewed outcomes.

Self-paced digital. Learners consume asynchronous content — video, text, interactive simulations — on their own schedule. Strengths: maximum reach, flexible timing, low per-learner marginal cost. Weaknesses: completion does not equal capability; the modality is most vulnerable to the content-overload and no-practice-completion failures (Article 13). Self-paced digital is the workhorse of general-population and AI-user level curriculum.

Cohort-based. Learners progress as a group through synchronous or semi-synchronous content, with peer interaction as a core component. Strengths: peer-learning produces deeper capability than solo content; cohort accountability drives through-completion. Weaknesses: scheduling friction limits reach; instructor capacity is a bottleneck. Cohort-based delivery is typical of AI-worker and some AI-specialist curriculum.

Coaching. One-to-one or small-group coaching by experienced practitioners supports learners in applying content to their specific work. Strengths: strongest depth, individual calibration, highest applied-behaviour outcomes. Weaknesses: lowest reach, highest per-learner cost, coach capacity as binding constraint. Coaching is typical for AI-specialist development and for selective AI-worker populations where the stakes justify the investment.

Hands-on. Learners produce artefacts, operate tools, and complete applied exercises under supervision. Strengths: highest capability-to-completion conversion; applied behaviour is the assessment. Weaknesses: requires infrastructure (sandbox AI systems, instructor availability, scoring). Hands-on is essential for AI-worker and AI-specialist curriculum.

Platform-neutral distribution

The platform landscape for enterprise learning includes LMS infrastructure (Docebo, Cornerstone, Workday Learning, SAP SuccessFactors Learning, UKG learning modules, alongside open-source platforms Open edX and Moodle) and learning-experience platforms or LXPs (Degreed, EdCast, 360Learning, Fuse, and vendor-bundled LXP capability within the major LMS systems). Content is sourced from multiple providers including Coursera for Business, edX, Udacity, LinkedIn Learning, Pluralsight, and proprietary academy content (including COMPEL’s own).

The AITE-WCT expert practitioner resists single-platform lock-in for three reasons. The first is negotiating leverage — organisations locked into single platforms accept vendor pricing with limited recourse. The second is content portability — content built for one platform’s proprietary authoring standards is expensive to port when the organisation changes platform. The third is succession resilience — vendors are acquired, consolidate, or fail; single-platform dependence accumulates succession risk.

The practical posture includes three rules. Content is authored in portable standards (xAPI, SCORM, and platform-agnostic interactive formats) wherever the organisation can influence authoring. The learning-data layer (who learned what, when, with what assessment outcome) is copied into an enterprise learning record store independent of any single platform. Platform contracts include termination assistance clauses that facilitate content and data migration.

HRIS integration — with Workday, SAP SuccessFactors, Oracle HCM, ADP, UKG, BambooHR, or open-source stack — is the primary operational integration. Learning-record data and competence records flow between the HRIS and the learning platforms through published integration patterns. ISO/IEC 42001 Clause 7.2 competence records and Clause 7.3 awareness records are managed across the integrated stack.1

Measuring reach and depth together

Reach without depth is the familiar failure mode; depth without reach is the less-discussed alternative failure. Expert measurement reports both.

Reach metrics. Completion rate, population coverage, time-to-completion, and reach by demographic segment. The reach-metric family is straightforward and well-supported in standard LMS reporting. Reach-only dashboards produce the “green on completion” pattern that obscures capability gaps.

Depth metrics. Applied-behaviour observation, incident-reduction metrics tied to populations trained, manager-reported capability, and population-level tool-usage patterns that indicate applied use rather than mere access. Sentiment platforms including Qualtrics, CultureAmp, Peakon, and Glint support population-level depth measurement. Independent capability audits — where a sample of completers is independently assessed against a calibrated standard — are the strongest depth-measurement pattern and are frequently under-invested.

Composite reporting. Reach and depth metrics reported together on the same dashboard prevent either from being read without the other. Expert practice reports population-level reach alongside sampled-depth capability, with clear labelling that the two metrics measure different things and that both must move for the programme to be succeeding. BCG’s AI at Work 2025 includes cross-industry benchmarks for both reach and self-reported applied use that are useful comparators.2

Delivery at scale — three operational patterns

Three operational patterns produce sustainable delivery at scale across the platform landscape.

Content syndication. Central content — developed once, governed centrally — is syndicated across delivery channels. A given AI literacy module appears on Docebo for one business unit, on Workday Learning for another, on Open edX for the apprenticeship track, with shared source content and platform-specific packaging. Syndication prevents divergence of content versions across the organisation and reduces maintenance cost.

Delivery-channel pairing. Different audiences are served through different channels paired with appropriate modality. Managers receive cohort-based delivery through scheduled calendar time; frontline employees receive self-paced digital with bite-sized modules; specialists receive hands-on sandbox work. The pairing is designed; left to self-selection, each audience gravitates towards the modality that is easiest to start and hardest to produce applied behaviour.

Localisation as a first-class concern. Multilingual organisations require content localisation that goes beyond translation — examples, regulatory references, cultural framing all require adaptation. Under-localisation produces disengagement in non-primary-language populations; the coverage numbers look acceptable and the applied-behaviour numbers reveal the gap. Singapore’s SkillsFuture multilingual content and UK NHS AI Lab’s Welsh and regional content are public reference points for localisation at national scale.34

Assessment at scale

Assessment is where reach-and-depth is tested rigorously. Four assessment patterns contribute.

Knowledge assessment. Multiple-choice and constructed-response items delivered through the LMS assessment engine. High reach, low depth evidence for applied behaviour. Knowledge assessment alone is insufficient but is part of the portfolio.

Applied-scenario assessment. Branching scenarios, case studies, and simulation outputs scored against calibrated rubrics. Higher depth evidence; moderate reach; higher content-development cost.

Observed-performance assessment. Manager or trained-observer assessment of applied behaviour in real work. Strongest depth evidence; lowest reach; depends on manager enablement (Article 28).

Peer review. Learners review one another’s applied artefacts against rubrics. Produces a different quality of depth evidence than observer assessment; useful as part of the portfolio; requires rubric design and peer-calibration training.

Assessment integrity is a first-class concern at scale. Where assessment outcomes drive regulatory compliance evidence (Article 16), assessment integrity must withstand regulator and auditor review. Proctored assessment, content randomisation, and time-boxing are among the standard integrity mechanisms. The EU AI Act Article 4 literacy duty and ISO/IEC 42001 Clauses 7.2 and 7.3 require assessment documentation that stands up to evaluation.51

Sustaining engagement through a multi-quarter programme

Long-running literacy programmes experience engagement fatigue in quarters three through six. Three engagement-sustaining patterns mitigate.

Visible leadership participation. Senior leaders complete the literacy curriculum visibly and reference it in their own work. Leader participation shifts the programme from optional-for-the-workforce to expected-of-everyone.

Cohort events. Periodic cross-cohort events — town halls, learning fairs, application clinics — re-energise engagement and surface applied stories that become content for the next wave. Singapore SkillsFuture Festival and similar events provide a reference pattern at national scale.3

Recognition. Badges, credentials, and programme-completion recognition produce engagement effects when they are visible and valued. COMPEL’s AITF/AITP/AITGP/AITL tiers are themselves recognition mechanisms; organisational programmes benefit from alignment. Recognition without value — badges no one recognises — does not produce durable engagement.

Scaling content production

Delivering at scale across platforms requires producing content at scale. The production economics differ markedly across modality. Self-paced digital content has high upfront production cost and near-zero marginal delivery cost; scaling is about reach. Cohort-based, coaching, and hands-on modalities have ongoing per-learner cost; scaling increases total cost proportionally with reach.

Three production patterns sustain scaled content production.

Modular core with role-specific wrappers. A core content module — for example, “how generative AI produces text” — is authored once and reused across role-specific curricula. Role-specific wrappers adapt examples, vocabulary, and exercises to the specific role. Wrapper authoring is much cheaper than full authoring; modular reuse is the principal lever for scaled production.

Content co-production with role incumbents. Role-specific content is co-produced with incumbents of the target role rather than written for them. Incumbent involvement ensures authenticity at manageable cost and builds programme advocacy among the population that will subsequently promote the curriculum. LMS platforms (Docebo, Cornerstone, Workday Learning, SAP SuccessFactors Learning, Open edX, Moodle) support the authoring workflow to different extents; the workflow is platform-capability-dependent.

Continuous production rather than campaign production. A campaign-style launch produces a fixed set of content at a launch date that is then delivered over subsequent months. A continuous-production model treats content as a living portfolio with rolling updates, new role-family additions, and periodic content retirement. Continuous production sustains content relevance as the organisation’s AI touchpoints evolve; campaign production produces increasingly stale content across multi-year horizons.

A documented public-scale pattern

Singapore’s SkillsFuture programme, UK NHS AI Lab workforce programmes, US DoD Replicator training components, and Japan’s METI-supported industrial AI programmes all operate at scales larger than most enterprise programmes and across multiple delivery platforms simultaneously.3467 In each case the programmes combine self-paced digital content, cohort-based training, coaching, and hands-on practice; in each case reach and depth are reported as distinct metrics; in each case content is syndicated across delivery channels. The patterns transfer to enterprise-scale with adjustments for governance, funding, and regulatory context.

Data infrastructure and learning record interoperability

At scale, the learning data infrastructure becomes as important as the delivery platform. Three infrastructure investments pay disproportionate returns.

Learning record store. A learning record store — xAPI-compliant or the equivalent — collects learning events from every platform in the organisation and normalises them into a single source of truth. Without a record store, learning data lives in platform silos and reporting requires manual aggregation. The Experience API (xAPI) specification and the IEEE Learning Technology standards support interoperable record-keeping.

Competence registry. Separate from the record store, the competence registry records what each employee has been certified to know and do, independent of which platform delivered the training. The competence registry is what regulators, auditors, and works councils actually want to see — it evidences competence under ISO/IEC 42001 Clauses 7.2 and 7.3, EU AI Act Article 4, and NIST AI RMF GOVERN 2.2 provisions.

HRIS synchronisation. The HRIS (Workday, SAP SuccessFactors, Oracle HCM, ADP, UKG, BambooHR) receives competence events and uses them for role-eligibility, promotion criteria, and mobility eligibility. Without synchronisation, the competence registry and HRIS drift and downstream decisions use inconsistent data.

The three infrastructure investments together produce a data substrate that scales with the organisation and with the learning portfolio. Investment that addresses only one or two of the three leaves gaps that surface under audit or regulator scrutiny.

Expert habits in at-scale delivery

Three expert habits separate sound at-scale delivery from brittle delivery.

Refusing reach-only dashboards. When the programme’s primary dashboard shows only completion metrics, demand that depth metrics be added within a specified window. Reach-only dashboards are a leading indicator of reach-only outcomes.

Rolling cohort review. Each cohort produces data that informs the next cohort. A programme that operates as a one-shot rollout loses the opportunity to iterate. Monthly or quarterly cohort-review cadence, with specified revision windows, sustains programme quality.

Capability-audit investment. Periodic independent capability audits of samples of completers produce depth evidence that internal completion data cannot. The audits are costly; the evidence they produce is disproportionately valuable.

Global delivery and time-zone design

Organisations operating across time zones face specific delivery-design problems that single-zone organisations do not.

Cohort-based delivery requires scheduling that includes learners across zones. A cohort that runs synchronous sessions at a time that works for one continent but is inaccessible to another effectively excludes one continent. Two patterns handle this: rotating session times across the cohort cycle so each zone bears some inconvenient times and some convenient ones, and replicated cohorts running in parallel across zones with cross-cohort synthesis events periodically.

Coaching and hands-on modalities require coach and supervisor capacity in each time zone. Regional coach pools are the common resolution, with central curriculum and quality standards.

Self-paced digital is time-zone neutral by design, which is one of its advantages at scale — but absence of time-zone friction is not sufficient to make self-paced the only modality, given the reach-depth trade-off already discussed.

Content localisation for time-zone-distributed organisations aligns with language localisation and regulatory localisation — same design discipline, same investment requirement. Organisations that under-invest in any of the three under-serve their non-headquarters populations in predictable ways that sentiment pulses from Qualtrics, CultureAmp, Peakon, or Glint reliably surface.

Summary

Delivery at scale combines four modalities — self-paced digital, cohort-based, coaching, hands-on — across a platform-neutral distribution of LMS and LXP infrastructure. Reach and depth are reported together; reach-only dashboards produce reach-only outcomes. Operational patterns include content syndication, delivery-channel pairing, and first-class localisation. Assessment combines knowledge, applied-scenario, observed-performance, and peer review with regulator-grade integrity. Engagement sustains through leader participation, cohort events, and recognition. Three expert habits — refusing reach-only dashboards, rolling cohort review, capability-audit investment — produce durable at-scale quality.
