A head of AI learning receives a request from four department heads at once. Sales wants AI training for their representatives. Legal wants AI training for their associates. Procurement wants AI training for their category managers. Customer service wants AI training for their frontline staff. The request in each case uses similar language — “help our people use AI safely and effectively”. The instinct is to produce a single core course and adapt it to the four contexts. The result, predictably, is a course that satisfies no one. Sales representatives find the legal content irrelevant. Associates find the sales content beneath them. Procurement find the customer-service focus confusing. Customer service find the legal register alienating. The generic core has undercut its own adaptability. Role-specific curriculum design produces curricula that start from each role’s AI touchpoints and build from there. This article teaches the expert practitioner to adapt curriculum to specific AI touchpoints, to sequence content from awareness through applied judgment, and to avoid the three common design failures.

Starting from the role, not the content

The consistent expert-practitioner rule is that curriculum design begins with the role’s specific AI touchpoints, not with a generic content taxonomy. The AI touchpoints are the systems the role’s holder actually operates, the decisions that those systems support or produce, and the failure modes that matter for the role’s work. Touchpoint identification is empirical — it requires observation of the role in practice, conversation with incumbents, and review of the organisation’s AI system inventory.

For a customer-service representative whose day involves an AI triage system routing calls, an AI knowledge-base assistant producing draft responses, and an AI sentiment-monitoring system flagging escalations, the touchpoints are three specific systems with three specific interaction patterns. The curriculum for this role teaches those three systems, their interaction patterns, their failure modes, and the judgment the representative exercises over their outputs. It does not start with a generic “what is AI” section; that belongs at the general-population level for a minimum baseline (Article 12) but should not occupy meaningful learning time for AI-user and AI-worker populations whose time is better spent on applied content.

For a procurement category manager whose day involves AI-assisted vendor analysis, AI risk-screening of prospective suppliers, and AI-generated contract drafting, the touchpoints are different and the curriculum is different. The manager needs to understand how to read the AI outputs critically, what biases the systems may carry, how to integrate AI analysis with their professional judgment, and when to escalate or override. Generic content that works for the customer-service role does not work for the procurement role; cross-applying one to the other produces the symptoms described in the opening.

The four design principles

Four principles govern role-specific curriculum design.

Principle one — concept before tool. Teach the underlying capability (for example, retrieval-augmented generation) before the specific implementation. Tools change; concepts move more slowly. A curriculum anchored only to a specific vendor’s interface ages badly as the vendor or the tool changes. A curriculum anchored to the underlying concept remains useful when tools are replaced. This principle aligns with COMPEL’s platform neutrality — the concept teaches the same across Docebo, Cornerstone, Workday Learning, SAP SuccessFactors Learning, Open edX, and Moodle platforms, and across whichever vendor’s operational tool is in production.

Principle two — applied before abstract. For AI-user and AI-worker levels, applied examples of the role’s actual AI touchpoints precede abstract discussion of the underlying principles. Applied content anchors the abstract content that follows in working memory; abstract content without applied anchoring fades rapidly. Higher-education research on transfer and application supports this design.1

Principle three — failure modes as first-class content. The curriculum covers the role’s relevant AI system failure modes explicitly — hallucination in generative AI, distribution drift in predictive models, bias in classification systems, prompt injection in agent systems, and so on. Each failure mode is illustrated with role-relevant examples and paired with the specific detection and response behaviour the role is expected to produce. Failure-mode training is the single highest-impact content block for applied literacy.

Principle four — practice to the application, not to the assessment. The practice component — simulations, case studies, role-plays, guided exercises — is designed to produce the applied behaviour expected in the role. Practice designed primarily to satisfy assessment validity (multiple-choice items testable at scale) produces test-passing behaviour, not applied behaviour. Blended practice — applied scenarios with embedded assessment — produces both.

Content sequencing

Within a curriculum, content sequences from awareness through knowledge and practice to applied judgment.

The awareness layer — typically one to three hours depending on the level — orients the learner to the role’s AI context: what AI the organisation uses, what the role’s AI touchpoints are, why literacy matters at this level, and what the learning journey will cover. Awareness content is short and focused; over-long awareness content erodes learner attention before the substantive content begins.

The knowledge layer covers the conceptual foundations the role requires. For AI-user level, this typically covers how the role’s tools work at a functional level, their inputs and outputs, and the broad categories of failure. For AI-worker level, knowledge extends to underlying model-type characteristics and professional-context implications. For AI-specialist level, knowledge is deep and extends over substantial curriculum time.

The practice layer is where applied behaviour is built. Simulations, structured exercises, supervised work, and scenario-based case studies feature here. Practice content is the most expensive to develop and frequently the first to be cut under budget pressure; expert practice defends the practice layer as the most important component.

The applied-judgment layer is the hardest to teach and most important for AI-worker and AI-specialist levels. It covers the judgment calls the role’s holder is expected to make — when to trust the AI output, when to override, when to escalate, how to document reasoning. Applied judgment is built through repeated exposure to messy cases, peer discussion, and structured reflection. Singapore’s SkillsFuture programme incorporates applied-judgment elements in its AI-related tracks; the UK NHS AI Lab’s clinician-AI programmes do likewise.23

The three common design failures

Content overload. Curriculum designers with deep subject knowledge tend to pack content densely. The result is a curriculum that is comprehensive on paper and unlearnable in practice. The mitigation is aggressive prioritisation — cutting content that is not essential to the role’s applied behaviour — and acceptance that some interesting material belongs in optional extensions rather than core curriculum. Learner completion data and applied-behaviour data from sentiment platforms like Qualtrics, CultureAmp, Peakon, or Glint surface overload symptoms: high completion with low applied behaviour, learner feedback citing “too much content”, and manager reports of capability gaps despite completion.

Theoretical bias. Curriculum written primarily by SMEs biased toward the theoretical content of their discipline under-represents applied practice. Clinicians who have expertise in AI in healthcare sometimes produce curricula that teach at their level of interest rather than at the level the target audience needs. The mitigation is pairing SMEs with instructional designers or L&D practitioners, and user-testing curriculum with role incumbents before broad release.

No-practice completion. Curricula that use video content followed by multiple-choice assessment produce completion but not capability. Learners who have watched a video and answered questions have not demonstrated applied behaviour. The mitigation is the practice layer described above; its absence defines this failure mode. Stanford HAI and MIT CSAIL AI-education research has established for several years that applied practice produces dramatically better capability outcomes than passive content consumption.4

Adapting across the four levels

Role-specific curricula live within the four-level taxonomy (Article 12). Adaptation across levels is a matter of depth, not topic-set.

At the general-population level, the role-specific curriculum is modest — awareness-oriented content for employees whose roles are adjacent to AI-using roles but not themselves AI-using. Two to four hours of content is typical.

At the AI-user level, role-specific curriculum is the typical home of the majority of an organisation’s literacy investment. Eight to sixteen hours of content per role family, tightly adapted to the specific AI tools the role uses.

At the AI-worker level, role-specific curriculum is thirty to seventy hours per role family, with substantial practice and applied-judgment components. Professional-body requirements may specify minimum hours and assessment approaches.

At the AI-specialist level, role-specific curriculum extends into formal credentials (including COMPEL’s own AITF/AITP/AITGP/AITL tiers), multi-month structured programmes, and apprenticeship or fellowship tracks (Article 10).

Platform and content-partner neutrality

Role-specific curriculum is delivered across the LMS portfolio — Docebo, Cornerstone, Workday Learning, SAP SuccessFactors Learning, Open edX, Moodle, Degreed, EdCast, LinkedIn Learning, Coursera for Business, Udacity. Content partners include Stanford HAI, MIT CSAIL, Hugging Face Learn, Fast.ai, and open-source communities. The practitioner’s design is platform-agnostic and content-partner-diverse. Organisations that tie curriculum to a single content provider accumulate dependency risk.

For role-specific content that requires organisation-specific context — internal tools, internal policies, internal case studies — internal production is appropriate. For foundational conceptual content, high-quality external content from multiple providers is frequently superior to internal production both on quality and on cost.

Curriculum governance — the editorial function

A role-specific curriculum that works at launch degrades without governance. Three governance functions sustain curriculum quality over multi-year horizons.

Editorial function. A named team owns curriculum content across the role-family portfolio, reviewing proposed changes, adjudicating inconsistencies across role families, and ensuring design-principle adherence. The editorial function is not L&D administration; it is curriculum editorship in the sense that publishers use the term. Without editorial function, curriculum drifts through uncoordinated changes.

Role-incumbent review cadence. Role incumbents review their role’s curriculum annually — not to author it, but to validate it against the role’s evolving AI touchpoints. Incumbents whose work has changed surface the change; incumbents whose work is stable confirm stability. The review is brief but mandatory.

Regulatory and standards tracking. The EU AI Act’s evolving regulatory guidance from the AI Office, ISO/IEC 42001 and related standards updates, NIST AI RMF revisions, and sector-specific regulator guidance all affect curriculum design over time. A tracking function reads the updates and translates them into curriculum revision briefs for the editorial function. Without tracking, curricula become out of step with the regulatory environment and the compliance evidence (Article 16) weakens.

Governance infrastructure sits across the LMS (Docebo, Cornerstone, Workday Learning, SAP SuccessFactors Learning, Open edX, Moodle), the content authoring tools, and the organisation’s broader knowledge-management systems. None of this is exotic; all of it is frequently under-resourced at programme launch and retrofitted painfully later.

A documented public-sector pattern

Singapore’s SkillsFuture programme provides a public reference for role-specific adaptation at scale — subsidy structures, content standards, and quality control apply across provider-supplied content to produce differentiated outcomes by learner role and sector.2 Japan’s METI AI strategy provides a comparator with different structural choices.5 The UK NHS AI Lab’s sector-specific workforce programmes adapt AI literacy for clinician, allied-health, and operations-role populations in parallel.3 Each illustrates that role-specific adaptation is operationally feasible at scale; organisations frequently under-estimate the feasibility.

Accessibility as a first-class design criterion

Role-specific curriculum reaches employees across the full range of accessibility needs — visual impairment, hearing impairment, cognitive-load variation, neurodivergence, language facility, and device access. Accessibility is not a post-hoc adjustment but a design criterion from the start.

Four accessibility design patterns apply. The first is multi-modal content. Video content carries captions and transcripts; audio content carries text equivalents; visual content carries alt-text and screen-reader-compatible descriptions. Learners choose the modality that serves them best.

The second is cognitive-load calibration. Content is chunked into modules of learner-appropriate length with explicit recall and application opportunities. Long-form content without checkpoints disadvantages learners with working-memory differences; well-structured content supports all learners.

The third is language accessibility. Content authored in a primary language is made available in the organisation’s other operating languages through translation that preserves both accuracy and register. Translation is not a perfunctory step; poor translation produces curriculum that falls short of AI-worker depth standards.

The fourth is device and bandwidth accessibility. Content that requires high-bandwidth video or specific hardware disadvantages populations working in lower-infrastructure contexts. Organisations operating across geographies include offline and low-bandwidth content options in the delivery plan. Mainstream LMS platforms — Docebo, Cornerstone, Workday Learning, SAP SuccessFactors Learning, Open edX, Moodle — support these options with varying native capability; the design accommodates the lowest-capability platform in the delivery mix.

Expert habits in curriculum design

Three habits separate expert from journeyman curriculum practice.

Role-incumbent pilot. Before launch, curriculum is piloted with a small cohort of role incumbents. Their applied-behaviour outcomes and feedback inform final design. Pilots are not optional; they reliably surface two or three material design errors that are cheaper to fix before broad release than after.

Living curriculum. Curriculum is revised on a rolling basis as role AI touchpoints evolve. Annual revision is a minimum; semi-annual revision is common for roles using rapidly-evolving AI tools. The curriculum registry tracks version, last revision date, and next scheduled revision.

Honest difficulty. Expert practitioners resist the marketing pressure to describe curriculum as “easy to complete” or “engaging”. Curriculum at the AI-worker and AI-specialist levels is genuinely demanding. Honest framing produces better engagement than soft framing because learners’ expectations match the experience.

Summary

Role-specific curriculum begins with the role’s AI touchpoints, not with generic content. Four design principles — concept before tool, applied before abstract, failure modes as first-class content, practice to application — structure the design. Content sequences through awareness, knowledge, practice, and applied judgment, with hours calibrated to the four-level taxonomy. Three common failures — content overload, theoretical bias, no-practice completion — are diagnosable and remediable. Platform and content-partner neutrality preserves flexibility. Article 14 takes up the operational question of delivery at scale — the platforms, modalities, and measurement that turn a curriculum design into literate behaviour across thousands of employees.
