Managers are the leverage point in every AI workforce transformation. The communications programme cannot reach the individual contributor in the way the line manager can. The training programme teaches the skills but the line manager coaches them into applied competence. The performance system sets the framework but the line manager makes the calls on individual cases. The culture statements set the aspiration but the line manager’s behaviour tells the team what is actually expected. An AI workforce transformation that invests in individual-contributor literacy without investing in manager capability has, in effect, built a fire and neglected the chimney; the heat escapes.
Manager enablement is therefore not a subset of the employee literacy programme. It is a distinct curriculum, with distinct depth and distinct pedagogy, covering three capability domains: AI literacy (at higher depth than employees, because managers must coach rather than merely perform), performance evaluation in AI-integrated work (a capability employees do not need), and employee coaching through AI transitions (the Bridges-informed conversation work). This article teaches the expert to design that curriculum.
Why manager depth must exceed employee depth
An individual contributor at AI-user literacy level needs enough knowledge to operate the AI system responsibly and enough judgment to know when to escalate. A manager of those individual contributors needs substantially more: the capability to recognise good and bad AI use across a range of contexts, the capability to coach towards better use, the capability to attribute work between human and AI contribution for performance conversations, the capability to handle questions the team will bring back from their work, and the capability to engage with the escalations the team will generate.
A manager whose literacy is merely equal to their team’s cannot do this work. The team’s most challenging questions will exceed the manager’s capacity, and either the questions will be suppressed (the team learns the manager cannot help) or the manager will give weak answers (the team learns not to trust the guidance). Either outcome corrodes the coaching cadence that Article 19’s Reinforcement stage depends on.
The design principle: manager literacy is approximately one level above employee literacy for the team’s AI touchpoints. A team at AI-user level needs managers at AI-worker level; a team at AI-worker level needs managers at AI-specialist level. The step-up is resource-intensive but is the investment without which the rest of the programme underperforms.
The three domains
Domain 1 — AI literacy at coaching depth
AI literacy for managers covers the same content as the employee curriculum at greater depth and adds coaching-specific material.
The depth addition covers: how AI systems typically fail and what the failure modes look like in the team’s specific work; how to distinguish a genuine AI error from an operator error; how to interpret AI confidence and uncertainty signals; how to evaluate whether the AI’s output is reasonable for a given input; when to escalate an AI-related concern beyond the team.
The coaching-specific addition covers: how to observe a team member using an AI system and identify good versus poor practice; how to give feedback on AI use without over-prescribing (the manager is not dictating technique; they are coaching judgment); how to handle team-member questions that exceed the manager’s own knowledge (the answer is “I don’t know; let’s find out together,” not improvisation); how to model good AI use visibly so the team has a reference point.
The content is delivered through a combination of structured modules (4–6 hours per manager) and coached application (a shadowing period with an experienced manager, plus first-round coaching with supervision). The coached application is what turns the content into capability; content-only delivery produces certified managers who are not, in practice, competent coaches.
Domain 2 — Performance evaluation in AI-integrated work
Performance evaluation is the subject of Article 29 in detail. Manager enablement on performance evaluation has specific curriculum content.
Managers learn: the attribution approach the organisation has adopted (how to distinguish human contribution from AI-assisted output in performance terms); the redesigned performance criteria for roles under the manager’s authority (from the redesigned role specifications, Article 25); the new coaching cadence (the standing rhythm of conversations that Reinforcement depends on); and the handling of specific difficulty cases.
Difficulty cases the curriculum addresses explicitly: the team member who uses AI minimally and produces lower volume but potentially higher quality (how to evaluate fairly); the team member who uses AI extensively and produces high volume with opaque quality (how to probe); the team member who is strong pre-AI and struggling with the AI-augmented role (how to coach the transition); the team member who is weak pre-AI and appears stronger in AI-augmented role (how to distinguish genuine improvement from AI-carried performance); the team member who uses AI inappropriately in ways that produce results (how to address).
Each difficulty case is the subject of a specific curriculum module — typically 45 minutes of content plus 45 minutes of scenario practice with a peer.
Domain 3 — Employee coaching through AI transitions
Coaching through transitions is the Bridges-informed conversation work (Article 21). Managers learn: how to recognise where each team member is in the Ending/Neutral Zone/New Beginning progression; how to support each phase without rushing through it; how to hold the ambiguity of the Neutral Zone without reducing it prematurely; how to energise the New Beginning without performative celebration.
The conversation work is inherently practice-based. The curriculum includes substantial scenario practice: role-play of difficult conversations, observation of skilled practitioners handling comparable situations, peer feedback on the manager’s own conversation attempts. Managers complete the curriculum having conducted at least five live coaching conversations under supervision — not simulated, live, with real team members (with appropriate consent and framing).
The curriculum content is standard in change management; the specific adaptation to AI transitions addresses: the loss content that AI transitions carry (the professional-identity dimension of Article 21); the uncertainty about the eventual role shape (AI systems evolve, the role evolves, the destination is not fully knowable); and the compound transition when the manager is themselves going through the same transition (managers supporting teams through changes that also affect the managers).
Pedagogy — what manager content requires that employee content does not
Manager curriculum requires four pedagogical investments beyond the employee curriculum.
- Scenario-based practice. Abstract content does not land at manager level. The curriculum includes extensive scenarios drawn from the organisation’s actual practice. Scenarios include the details — names changed — that make them recognisable. Managers practise responses, receive peer feedback, and iterate.
- Cohort learning. Managers learn better in cohorts of peers than in self-paced modules. The cohort provides shared language, shared practice, and ongoing support. Cohort sizes of 8–15 allow everyone to participate; cohorts above 20 become lectures.
- Supervised first application. The curriculum does not end with content delivery. Each manager has a supervised first-application period (30–60 days) in which they apply the content with observation and feedback from a senior manager or internal coach. The period is where content becomes capability.
- Standing community of practice. After the initial curriculum, managers participate in a standing community — monthly forums, peer-coaching pairs, occasional master classes — that keeps the capability current as the AI-transformation programme evolves.
The investment is substantial. A reasonable budget for manager enablement is 40–60 hours per manager in the first year (initial curriculum + supervised application + community participation) and 15–25 hours per year thereafter (refresh + community + evolution of practice). Programmes that budget 8–10 hours for manager enablement are under-resourcing the highest-leverage intervention in the transformation.
The manager-screening question
An uncomfortable implication of the depth requirement: not every current manager will make the transition to AI-fluent management. Some managers lack the interest (they see their role as administrative rather than coaching); some lack the capacity (the cognitive load of AI-fluent management exceeds what they can reasonably carry); some lack the values (they resist the shift to coaching over directing).
The organisation’s options are: investing significantly in the managers who can make the transition but need development; redeploying those who cannot make the transition to roles without people-management authority; and, in some cases, exiting managers who neither can make the transition nor can accept redeployment.
The decision is consequential and difficult. The expert’s contribution is to make the decision visible rather than letting it happen quietly through under-performance. A manager who cannot do AI-fluent management should be named as a development case with an honest plan, not left in the role to damage the team’s transformation by inadequate coaching.
Measuring manager capability
The programme measures manager capability through observable proxies.
- Coaching cadence delivery. Are managers running the agreed coaching cadence with their direct reports? Calendar data + direct-report confirmation surveys.
- Team AI-adoption trajectory. Do the manager’s direct reports show stronger or weaker adoption trajectories than peer teams? A manager whose team consistently adopts slower is a coaching signal, not a disciplinary signal — the question is whether the coaching needs additional support.
- Direct-report feedback. Structured feedback from direct reports on the manager’s AI coaching, collected periodically with appropriate anonymity. The feedback is developmental input, not a performance score.
- Manager confidence self-assessment. Managers self-assess their confidence across the three domains. Low self-assessed confidence is an actionable signal.
The measures are triangulated; no single measure drives conclusions. Over time, the pattern across measures reveals which managers are developing well, which need additional support, and which are structurally struggling.

The lesson: the investment in manager enablement is empirically grounded, not intuitive. Organisations that underfund it relative to individual-contributor training are working against the evidence on what produces adoption.

The lesson: pedagogy matters. A manager curriculum delivered as compliance modules produces certified managers who are not, in practice, competent coaches; the same content delivered with cohort learning and supervised application produces capability.
