COMPEL Glossary / proactive-regulatory-engagement
Proactive Regulatory Engagement
Proactive regulatory engagement is the strategic practice of actively participating in regulatory development processes rather than passively waiting for final rules and then scrambling to comply.
What this means in practice
It includes contributing to public consultations, participating in standards body committees, joining regulatory sandboxes, engaging with regulators through industry associations, and building relationships with policy-makers before enforcement begins. For organizations, proactive engagement provides advance knowledge of regulatory direction, the opportunity to shape reasonable requirements, and credibility as a responsible market participant. In COMPEL, proactive regulatory engagement is covered in Module 3.4, Article 3, where the AITGP designs the organization's regulatory engagement strategy, and Module 4.5, where the AITP Lead takes on personal responsibility for standards body participation and thought leadership.
Why it matters
Organizations that proactively participate in regulatory development gain advance knowledge of regulatory direction, the opportunity to shape reasonable requirements, and credibility as responsible market participants. Passive organizations scramble to comply after rules are finalized, often at greater cost and with less favorable outcomes. In the rapidly evolving AI regulatory landscape, proactive engagement provides a significant competitive and compliance advantage.
How COMPEL uses it
Proactive regulatory engagement is covered in Module 3.4, Article 3, where the AITGP designs the organization's regulatory engagement strategy during the Model stage. At Level 4, Module 4.5 places personal responsibility on the AITP Lead for standards body participation. The Governance pillar tracks regulatory engagement activities, and the Evaluate stage assesses the organization's regulatory positioning against emerging AI legislation.
