The set of concurrent change initiatives — AI and non-AI — competing for finite organizational change capacity, leader attention, and employee bandwidth.

What this means in practice

Portfolio-level governance is required because individual-initiative success does not aggregate to portfolio success when total change load exceeds absorptive capacity.
