Transformation Enablers
Transformation Enablers are three cross-cutting layers in the COMPEL framework -- Value Realization, Operational Readiness, and Agent Governance -- that operate horizontally across all six lifecycle stages.
What this means in practice
Unlike the sequential stages, these layers address capabilities that must be present, assessed, and matured throughout the entire lifecycle. The Value Realization layer ensures every AI initiative is tied to measurable business outcomes from inception through retirement. The Operational Readiness layer assesses ten dimensions of sustainable AI operations. The Agent Governance layer provides classification, control, and monitoring frameworks for autonomous AI agents. These layers were introduced because first-generation AI governance frameworks, focused solely on sequential lifecycles, failed to prevent three persistent failure modes: value disconnection, operational fragility, and ungoverned autonomy.
