Evaluate (COMPEL Stage)
Evaluate is the fifth COMPEL stage, focused on rigorously measuring what the current cycle achieved against planned objectives.
What this means in practice
Evaluation operates at three levels: initiative-level (did specific deliverables meet their success criteria?), portfolio-level (are the four pillars advancing in balance?), and strategic-level (is the transformation trajectory still aligned with evolving business strategy?). Key outputs include the Cycle Evaluation Report with maturity progression analysis, financial ROI calculations, stakeholder satisfaction assessment, drift analysis, and forward recommendations. Evaluate also detects transformation drift through explicit thresholds that distinguish acceptable variance from actionable divergence, triggering formal course correction recommendations when needed.
