18-Domain Maturity Model
The 18-Domain Maturity Model is the COMPEL assessment framework that evaluates an organization's AI capabilities, practices, and governance across 18 specific domains organized under the Four Pillars of People, Process, Technology, and Governance.
What this means in practice
Each domain is assessed on a maturity scale, producing a comprehensive profile that reveals not only absolute capability levels but also the balance and interdependencies between domains. The model provides the diagnostic foundation for all COMPEL transformation planning, ensuring that roadmaps address verified gaps rather than assumed needs. For organizations, the 18-domain model prevents the common pattern of over-investing in technology while neglecting critical governance, people, or process domains. The model is introduced at Level 1 and applied with increasing diagnostic sophistication through Levels 2 (Module 2.2), 3 (Module 3.6), and 4 (Module 4.4).

Each domain is scored with evidence triangulation, and cross-domain patterns inform the roadmap designed in Model and the priorities executed in Produce.
